Please refer to your letter of the (?) 25th August, 1948 to Palmer, concerning Allen's report on the question of liability for requisitioned and other craft lost at Hong Kong.

Palmer is absent on leave at the moment, but your letter is being studied together with a despatch on the subject which we have received from the Governor of Hong Kong.

We shall let you have a reply

giving our views on the questions of liability raised in the report as soon as possible.
